[WMS-12817] - col: ensured Collaboration compliance with E911 requirements

If the below conditions are met, user requires enabled geolocation in browser to be able to make calls:

• US (+1) country code in WMS Settings -> PBX -> Language & region -> Country Code or if user’s office number starts from "1" or "+1"
• Activated CLASSOUND license

If geolocation is missing, user hears the prompt informing that "According to the law, for correct work of E911, geolocation must be enabled in the browser" and the non-emergency call is blocked.

To disable blocking of non-emergency calls in case of no geolocation:

Go to WMS -> Dialplan -> General Settings -> enter the following line in the Set dialplan variable field:

SKIP_GEOLOCATION_CHECK=yes
